CHILDLINE started as a field action project of the Department of Family and Child Welfare, TATA Institute of Social Sciences, Mumbai, in June 1996. The project involved setting up a telephone line, manned by Counselors and Social activists, on which children in distress could call at anytime in the day or night. In June 1998, the Ministry of Social Justice and Empowerment, GOI, introduced a unique partnership to implement CHILDLINE services across India which paved the way for setting up a 24 hour tele helpline, CHILDLINE 10-9-8. CHILDLINE is India's first national level response to the ratification of the United Nations Convention on the Rights of the Child (CRC). Additionally, the CHILDLINE 1098 service receives special mention in the Juvenile Justice (Care and Protection) Act 2000- the Government has requested CHILDLINE to act as a catalyst in bringing together State agencies and voluntary agencies at the local level to ensure implementation of the Act.
