In an online meet of Scientist from all over the world, the president asked the top scientists to introduce themselves the US one: I'm the head of spacecraft engineers at NASA Japanese spoke: I teach physics at University of Tokyo. the Chinese: I design microprocessors at MediaTek Ltd finally the Indian: I know designing microprocessors, physics is my base, I'm an Artist too, I know Python language used by most NASA scientists, I have more 16 projects on code google, ........   The people asked him: what is he currently doing?  he shamefully replied: I'm currently getting my OBC documents from SETU so that I can get admitted to Govt. Polytechnic. for Electronics Engineering by applying in OBC category.   (Everyone laughed at not him but on his government, who has reserved seats for OBC, SC, NT, Women, etc but doesn't have any seats for who are highly skilled, talented & interested and specially have a matching aptitude for the course.)   Every 10 year our government takes survey for population census bcoz its important to analyze the human resources....(as taught in civics in std10th)   What do they analyze?   do they analyze Interest? do they take everyone's aptitude and IQ test? whats the meaning of such analyzation? only gender and age?
